There is a strong cyclical and complex interplay between inadequate housing, criminalization, and the challenges faced by women reintegrating into society after incarceration. Elizabeth Fry Toronto provides programs that address these interconnected issues to help break the cycle and promote successful reintegration for formerly incarcerated women.
Phyllis Haslam Community Residential Program
The Residential Program provides women who are on parole from provincial or federal prisons with a place to call home. For most women, exiting incarceration is a critical period in which they not only transition to a life outside institutions, but also begin the process of reintegrating back into the community and adopting lifestyle changes that contribute to long-term life success.
Women released from incarceration often confront significant barriers, including poor continuity of care, inadequate social support, parenting stress and reduced employment opportunities. Many face immediate housing crises, leading to further economic instability. Residence staff work alongside each resident to address her unique needs by assisting with the development of a life plan that incorporates education, employment, rebuilding family ties and the overall re-entry into community after spending months, sometimes years, in institutions.

Home for Good
Home for Good is a program funded by the City of Toronto aimed at providing safe, stable housing for women with a history of homelessness transitioning out of institutions. Through this project, we are able to support women exiting institutions with rent supplements to navigate the private rental market and provide case management to support them through the process of reintegration.
Referrals to this program come through the City of Toronto’s Coordinated Access program and rely on a centralized prioritization and matching process.
Housing Success
Housing Success is a City of Toronto funded program that provides case management supports to individuals and households exiting homelessness to support continued housing stability. Our case management staff deliver tailored, in-person supports to meet the unique strengths and needs of each household while assisting their transition from shelter or outdoors into permanent, safe homes.
Referrals to this program come through the City of Toronto’s Coordinated Access program and rely on a centralized prioritization and matching process.
